Basic information

The following non-nationals may apply for admission pursuant to the rules applicable to Polish nationals:  

  1. non-nationals who have been granted a permit to settle;  
  2. holders of the valid Polish Charter;
  3. non-nationals who have the status of refugee granted in the Republic of Poland;
  4. non-nationals who have been granted temporary protection in the territory of the Republic of Poland;
  5. migrant workers who are nationals of a member state of the European Union or of the Swiss Confederation or a member state of the European Free Trade Association (EFTA) – a party to the Agreement on the European Economic Area if they are or have been employed in Poland, as well as members of their families if residing in the territory of the Republic of Poland;
  6. non-nationals who have been granted a residence permit of a European Community long-term resident in the territory of the Republic of Poland; 
  7. non-nationals who have been granted a permit for fixed-term residence in the territory of the Republic of Poland in connection with the following circumstances:
    • non-nationals who stay in the territory of the Republic of Poland as members of family of non-nationals who reside in the territory of the Republic of Poland:
      • on the basis of a permit to settle;
      • on the basis of a long-term permit of the European Communities resident;
      • who have been granted the refugee status;  
      • who have been granted the supplementary protection;
      • who have stayed in the territory of Poland for at least 2 years on the basis of fixed-term residence permits, including the period immediately before submitting an application for a fixed-term residence permit for a member of family - on the basis of a residence permit granted for a period not shorter than one year;
      • on the basis of a fixed-term residence permit granted to scientists conducting research in the territory of the Republic of Poland or are staying in the above territory for the purpose of family reunification;
    • or who are staying in the above territory for the purpose of family reunification;
    • who hold a long-term permit of the European Communities resident, granted by another member state of the European Union, and intend to work or establish themselves in business in compliance with the regulations applicable in the Republic of Poland, undertake or continue studies or vocational training, or can demonstrate that there are other circumstances justifying their residence in the territory of the  Republic of Poland;
    • who are family members of a non-national as referred to above, with whom they stayed in the territory of another member state of the European Union, accompanying him or willing to reunite with him;
  8. who have been granted supplementary protection in the territory of the Republic of Poland;
  9. who are nationals of member states of the European Union or of the Swiss Confederation or member states of the European Free Trade Association (EFTA) – a party to the Agreement on the European Economic Area, as well as members of their families if having the right to permanent residence in the territory of the Republic of Poland.

 

 

Non-nationals may apply for admission on the basis of other rules than those applicable to Polish nationals:

  • international agreements, pursuant to the rules defined therein;
  • agreements concluded between higher education institutions and foreign entities, pursuant to the rules defined therein;
  • decisions of the minister responsible for higher education or the respective minister as specified by art. 33 sec. 2 of the Law on Higher Education of 27 July, 2005.
  • decisions of the rector of a higher education institution;

 

  • as holders of scholarships awarded by the Polish party;
  • on a fee-paying basis;
  • without a fee and scholarship benefits;
  • as holders of scholarships awarded by the sending party, without paying tuition fees;
  • as holders of scholarships awarded by higher education institutions.

Non-nationals who have the right to enrol in and follow their studies pursuant to the rules applicable to Polish nationals are automatically exempt from tuition fees.
